In my opinion yes,its normal to see the eagle and cockade handsewn
on LW sidecaps,and I see nothing wrong with the one you posted.

Looks to me to be a great untouched Luftwaffe overseas cap. I have seen many original caps with the eagle sewn on in this manner.
