Unknown TR visor?

I could be wrong but I think this may be an early TR cap but not familiar with the black with yellow piping. The interior is exactly like members "The Tiger" justice cap. Help if possible

That would probably explain why it looks like a political eagle was once on this cap. Should be nearly impossible to find the correct insignia, but thats what makes this hobby fun. Thanks Kreager
