You're gonna want to check the pasteboard for holes from previous insignia. The eagle looks very heavily sewn and the wreath sewing is interesting. Do you have pics of the eagle?

sander vw, I'd say it clearly is a period Wehrmacht Knautschmütze. As Matt and Kreager have suggested, the insignia could have been replaced at some point (hard to tell from these pics) but it still is an original alter Art that also started life as an alter Art.
