This device goes with the Erel ventilation system. Good find.

ventilation, huh? I was wondering why I saw some with wool/felt in the center and other like this one. not sure how much venting was going on but.....

The cocade is made of zink and this type was usually used for EM/NCO caps made by EREL. Not every day to find if you need one to restore a nice EREL cap.
