Rare Heer field cap?

At first glance one might conclude that this soldier is wearing a previously unknown Heer lightweight cap with trapazoid. It is, in my opinion a Heer soldier wearing, for whatever reason, an Org. Todt summer weight M-40 type cap with white on brown eagle and cockade.

Whatever style cap it is it appears the trap has been lowered--odd.
