I agree, the eagle looks metal, or it has one heck of a backing. That hat is in contrast to the one from the Soviet museum, which was direct-embroidered:

Thank you colt45s for posting that pic also, I just discovered a different style cap eagle in the background that I hadn't noticed before .

Just pulled this one off Ebay.de. This lower RMBO official is apparently wearing a cotton thread eagle.
