Help With Cap Insignia Identification, Please!

I am looking for some help to identify this insignia, which I believe to be a visor cap badge of some sort...

The combination of the Reichsbahn's winged wheel, the Deutsche Arbeitsfront cog wheel, and the bundle of arrows confuses me!

Definitely original - still in the hands of the WW2 veteran's nephew (he has three of them). Three inch (3") wingspan. Brass-colored flat & pointy attachment prongs. Unmarked on the reverse.

It is for Tram (streetcar). The lightning bolts represent the fact that the tram was electrified.
