Does anyone know who RZM code 463 would be?

I'm sure you know that M4/63 is for belt buckles Werner Redo, Saarlautern but I suspect you mean 463 M1 correct?

I can't make out the letter before the 3.

It's the Gothic letter A. The holder of the license for A2/463 was Fritz Lehmann of Stallupoenen.
