within my last lot I also received those two cap eagles - can you let me know some details about usage and meaning?

Not cap eagles--they are sleeve eagles for HJ-Feuerwehr.

I will correct the thread name - and I googled a bit on basis of your information: are they really that expensive / rare?! $250 for one?!

Most are asking 200 or so of note, the badge was awarded to H J members who had passed
proficiency tests in fire fighting.
