            I played around with the first image shown in Photoshop. Could be just the photo but it seems as though there is evidence of a cockade immediately above the eagle's head -- eagle head sits almost in the dead center of the bullseye.

              The cap had a political eagle on it when I received it which was a bit bigger than the WH eagle on there now - I suspect that's what the shadow is from.
