KM Admin officer White top. Opinions please

I am unsure of this one. Main body wool is different than what I am used to seeing - this is shown on the photo where the hat band is pulled away. Grey leather SB?
The removable white top is unmarked and has holes where previous insignia was attached. Is there any way to verify that this white top belongs to this body?
Any input is appreciated, or feel free to PM me.

Suggest better quality fotos. Perhaps some a bit further back and then hd close ups.

The photos are just a little bit out of focus...just enough to muddy the waters. New photos would probably help.
