Overseas cap help requested!

Can anyone help identify the attached overseas cap? I've had it for ages. Despite the scan, it's navy blue, not black. I thought it was a Kriegsmarine cap when I got it (and maybe it is), but the eagle looks more like a political eagle, and it's not gold anyway.

Inside only has a size marking, nothing else.

Any help would be much appreciated!
