Unusual eagle?

What do you guys make of the eagle on this cap? First time posting in this area of WAF, which speaks volumes about my knowledge of such things, so go easy if I'm asking a stupid question. To me, it looks huge. The guy wearing it is a volunteer in the Croatian Legion on the Ostfront in 1942.
