Propaganda M38 side cap

Hi, I bumped in to this one today. Looks propaganda to me although the seller is selling it as a medical cap . What don you think of it? I don't see any red flags. And also, what is the value of this one?

The best way to tell the "true" waffenfarbe would be to look behind the flap. Just by the pics alone it could be faded Medical.
