Looks to be an imperial era cap with improperly added 3rd Reich insignia.

I forgot to ask, what does the red piping denote? I looked at some old threads, they seem to have green piping.

The 1938-45 ones had the dark green piping and the new insignia. As Gerard pointed out, this is the first style, but it has WH insignia. It should only have a Reichskokarde, so some idiot ruined it by trying to "upgrade" it. Red was the "waffenfarbe" of the RFV dating back to the Weimar era.
