Winter fur hat

Here is my newest purchase- winter fur hat. According to seller it belonged to Latvian SS legion soldier. Produced in 1943, size 59. It has RBNr and some hard to read inscription. Is it possible to identify if it belonged to SS or WH?

cap looks mint it doesn't appear to ever been issued to me nicw white fur
