'Out of the Woodwork' Visor - opinion request

This one camo 'out of the woodwork' over the weekend. The story goes that this one was taken from a German officer upon his surrender.

I have my opinion on this one, but would like to hear what the more experienced collectors have to say.

Kriegsmarine administrative officer in fieldgray (coastal artillery) uniform. Of course it could be Zoll (customs) with the wrong insig., but I doubt it, based on the shape. Are the buttons anchor or pebbled? I would assume pebbled, since you haven't mentioned them.
