it is not a civilian driver allthough the cap is that used by civilian drivers also.
The organisation has, as is a logical guess, something to do with driving of cars.
I forgot the exact name but I believe it was something like:
-Reichs Automobil Klub/Verband
-Deutsche Automobil Klub/Verband
-NS Automobil Klub/Verband
-Reichs Kraftfahr Verband
something like that.
