Recruiting Visor

I was going to buy this, but had 4 civil/political visors offered to me at once, so I had to pass, and I am surprised that it hasn't sold yet, given the rarity of the piping--Orangerot, for recruiting--I've seen more field-police lately than these--I am trying to figure out where they are on the rarity scale--any ideas?
