Mr. Singer, I don't think 'they' would deep the whole cap in a bucket with black dye but instead 'they' would be quite careful in the same way when 'they' dye white cloth TKs from white to the very rare green tropical ones. There is obviously an explanation of the stained liner but it's up to any body's quess (such after "they" have dyed the wool black, they stiched the liner in to it little to early OR somebody washed the cap in a very high temp so the black bleed into the liner, which is the most probable scenario IMO)
That black on the liner does not look like bleed through. Look close, that black is on the top of the thread (just the oppisit with bleed through)almost like someone with dye on there hands touched the liner and then tried to wipe it off. This would explain why the black is more dark in the middle and less towards the edges.
Now is it an original cap, I have no idea but we all agree that this cap has been messed with ie. bad eagle, dye on liner.
