This (I believe) solves a mystery maker.

This is a top-hat from Struckmann.

It has the 3 feathers logo, which says Qualitats Marke .

I have seen this same logo on TR visors with the word " Specialitat ":

Here are 2 (presumably) Struckmann Specialitat 3-feather logos--they are clost to the Qualitats Marke logo (but not exact):
