This is a BRD Police Officer's visor that someone has re-badged in an attempt to create a WH visor.

LLD was a common maker of Polizei visors during the TR. To this day, I have no idea who they were, but they were obviously located in W. Germany.

Note that the tower has an "F" in it--don't know if this is a landmark, or a stylized version of their factory tower.

I would also venture a guess that the "D" in LLD is for the city/town, ie, Dusseldorf:
