Yes, it's an early issue Ortsgruppe level visor cap. The early issues didn't come with the Gilt wreath, it wasn't introduced until 1939, along with the final pattern of cap eagle. I'd guess yours is from maybe 1937 or 38, as it has the brown velvet band instead of the plain brown cloth type. I think that is a wonderful visor you have, could you get more photos?

I also think it's a Model 1937 cap. It seems to be in great and desirable condition!
