Kreis Level Visor Authenticate Please

I believe this to be a Kreis Visor. Has blue piping, not sue what that means. These are the only pics I have from seller. Looks good to me but would like other opinions first. What should I offer ?? Blue piping=Ortsgruppe (local level). Probably around $500 at best, due to the moth hit on the front.

Thanks for the info...I am assuming visors of a higher rank..ie. a different color of piping would bring a higher price ?
