I think some black cap was taken and insignia from the postal organization were supplied.
The cap is not according regulations. The wreath is not the form as allowed to be used
by street-car and busdrivers.

I do not think it is a TR era visor unless it is some sort of civilian cap pimped up with Postal insignia..

Would have to see inside. I dont think the insignia goes on it but it may be TR era. Is the edge of visor plastic?
