Regarding the eagle (and the entire cap) I must say I disagree. It is one of the nicest and mintiest examples I have ever seen. It is a beautiful textbook eagle and wreath in stonemint condition on an unquestionable period visor.
There is only one problem I see: while most relatively common dark blue Government Officials visors are identified as Diplomatic visors, member pieand identified his unquestionable black Diplomatic Corps visor as being the visor of a Government Official.

The eagle looks so close to modern copies in my opinion, and the backing material looks rather wide...?
Wreath looks good but just my opinion.
