The twist in the Soutache is unusual to me, but I'm hardly a soft headgear expert.

The cap is TEXTBOOK..quite possibly the soutache is a factory sewing mistake..look on back and see if it’s feildgrau (double bobbin) sewn thread..Billbert

Why would a counterfeiter or dealer put a cocarda off-center? It is faster to put it in the center.

I agree with both Lenny and Jmcm,

The eagle might be replaced and most likely the soutache aswell.
Although sometimes these cockardes are slightly of center originaly but not much.
1 of the 12 original ones I have have cockarde sliiiightly of center.
