Are all JFS Marked buckles Fake ? Did this manufacturer even exist ???

This looks to be Coastal Artillery color ?

Coastal artillery units did not have their own buckle. It is a just a standard colour (Einheitsfarbe) and these buckles were produced for Heer and Kriegsmarine units in the last third of war time.
