The markings look like those found on a SS Officers Buckle. Is the catch hiding SS runes. Every Water/Traffic Police or Fire Police Officers Buckle I have come across have been marked like this. The construction looks good.

Based on the pics provided (which aren't the best) I'd say it's an Orpo buckle.
It doesn't appear gilt for water police, and it doesn't appear burnished for fire police.

From what I can see, I'd say just an Orpo officer with age patina.

        Additional phots

A closs up shot appears to show a gold color. The buckle in hand shows as gold. The second shot show under the latch on the back the SS rune.

If this buckle is original, it might be a factory error. I could see a worker using a SS Marked center catch assembly and putting in on a Police Officers Buckle. Wonder why the prong bar isn’t gold finished?

There is a faint color of gold on tbe back and prong bar. But light used washed all color out. Using a phone camera. Will see if i can get better pictures made.

I have seen and had over the years police officer buckles bearing SS/RZM marks. Thought nothing of it. Suppose Himmler got the SS involved for a production kick-back after introduction of the SS-Polizei Feldbinde. The first one shown might be water or traffic, or just discolored finish after 80 years.

The only SS marked Police officer buckle I have ever see were RZM 257/ 40 or 41 SS . This is the first Overhoff SS marking I have ever seen on a Police Officers Buckle. Anyone ever come across another?

In my 1st edition of Angolia's Belt Buckles and Brocades of the Third Reich he says regarding these buckles "It should be noted that after the police came under the control of the SS, SS proof marks were then added to the reverse of the buckle along with the manufacturers code".
And apparently two patterns of the brocade dress belt could be worn when a police officer was wearing the dress or parade uniform- the SS brocade or Police.

The only Police officer buckle made by Overhoff and bearing such marking that I know was overstamped. Picture of it was kindly sent to me by JoeW years ago. I just double checked it now. This is a regular Overhoff Water Police Officer buckle with regular marking (exact same as shown by Kirby/klr - the gold one) but with the addition of the SS marking over its regular marking (overstamped). Also, the overstamped marking is from 1938, not 39. At that point I would agree with Kirby/klr for a factory error.

                            BUT

                            a) THIS IS NOT one with JUST one SS marking like shown by Elmer1007. I personnaly DO NOT know any Police buckle made by Overhoff with just an SS marking.

                            b) I know many fake SS buckles (not the regular cast) stamped with this exactly 1939 marking. Even if this marking is found on original SS buckles with several minimal die differences, one of those marking has also been perfectly copied. Fortunately they copied the one with a distinct feature.
The buckle shown by elmer1007 has this feature (but keep in mind this feature also exist on some - not all - originals, but fakes are ALWAYS with this feature)

                            c) Looking at all original Police Officer buckles made by Overhoff I put my eyes on, it seems to me they all bear on their back the round extraction spot. Elmer1007's doesn't seem to have one.
