Early luftwaffe buckle?

Is this considered an early luftwaffe buckle/belt? The belt itself is marked 100. From what I can read the maker is Wilhelm Deumer. All comments appreciated.

Yes....A very nice, and hard to find, 1st pattern aluminum Luft buckle by Wilhelm Deumer of Ludenscheid. Deumer had the RZM license M4/72.
