Heer tab markings?

I was trying to find out what the markings mean on this Heer buckle tab means. It's hard to see maker's stamp on leather tab but I can make out 1936 in a oval. Mainly Would like to know what the St../P. 147 or may be it's S../PI.47 because it looks like the stitching may be covering a number or letter means. Thank you

One question: this buckle has a peebled obverse, I think that the only alu Heer buckles with peebled obverse are made by Assmann and H Knoller but the leather stamp don't match with these buckle makers, someone knows another manufacturer with this characteristic? now I do not remember anyone.
