    It looks like the first pattern RLB (Deutscher Luftschutzverband).

        Early RLB or DLV buckle

          Hello,

          it's a DLV buckle, later used by RLB and Luftwaffe. This buckles exist with period added leather tabs, Lw unit marked. They were used even during war time.
