What's wrong with the description? The buckle was worn with the dress of the SA Ausbildungswesen. Most of the times you see them worn by members of the SA/NSKK motor schools.

, that's an additional interesting piece of info, which covers apparently a wider field as only the NSKK Motorschulen !

Some reference book describe these as NSFK but the only photo evidence I have see were of NSKK Motor School.
