Btw, so far I have no clues Brueder Schneider in Wien provided tropical web tabbed buckles to Heer.

I am not so sure about the paint. Wear looks odd. Those shiny spots on the back are a concern to me.

IMO buckle paint is typical (two layer style) and legit for Heer buckles produced by Bruder Schneider Wien during 1940.
