German Legion Condor buckle ?

I want to know your opinion about this buckle, it`s a Legion Condor ? Or what ?
It`s made from steel.

I've seen these described as Legion Condor buckles, but it seems just as likely to me that they're simply a generic design used pre- and post-war. I believe the Legion Condor designation comes from a photo showing some personnel wearing them, but I've seen no other evidence. Maybe someone else knows more for certain, though.
