I am not familiar with this pebbled version, I've only ever encountered the smooth surface type. Can anyone offer some insight into by whom these were intended to be worn?

Some of the buckle books say these are NSFK. I don't believe that has been proven. Photos of NSKK Motor School members wearing these pebbled buckles do exist.
