eBay black officer belt for review

Found this on eBay, no markings, looks good to me but the back of the belt is very interesting. For a dress tunic? What do you think?

I don't collect double claw belts but the cloth back is a extra cost upgrade. I have a Political belt with the cloth backing. I have only come across one other example. I would say only a small percentage have the backing. The color should help with the organization .
