IMO it is Sieper & Söhne
Richard Sieper & Söhne made some Test about Casting in the 30ties and they actually produce but Toys, today the Company is called SIKU:

And i have one more, it is the same Construcktion and a Aluminium cast from the SS and for me it is a 822 so it is Sieper.

I have a molded Sieper Police with a Tab. I don't believe this construction is R S & S on the police you posted.

I thought i have seen some years ago a Army Bukle (Like mine Police) as Groundfind with R.S&S. Markings.
