HJ Aluminum buckle opinion

Hi Guys, need some help with this please, did a search for the maker, RZM M4/93, nothing came up.
Stamping seems small, just wondering?
The notch?....any ideas?

Hello,
small mark is OK for M4/93. No problems
I noticed also the top ear seems to be cut by some tool.
