      That's an interesting buckle! A similar example can be seen on page 583 of Angolia's revised belt buckle reference book, in which it is unattributed.

      Personally, I think it's some sort of fantasy invention or an early sympathizer buckle. Out of curiosity, does it measure somewhere between 35 and 40 millimeters from top to bottom?
