    Navy buckle marked R.S.&S.

    This is my navy buckle, is marked R.S.&S., the brown leather tab is stamped with the eagle over M and bears a 1938 dated manufacturer's logo..I think is a very textbook..

                              Sorry for a maybe stupid question, but is this buckle painted ? It looks so if you have a look at the left down corner of the buckle in pic no. 1
