Police buckle on e-stand

Does this buckle appear to have been cleaned? I'm noticing the black in the crevaces of the letters and other hard to clean spaces. Does it even matter?

but Fischer company is well know for produce police leather item,so i see here nothing wrong with the buckle and tab.

However, C.T.D. also made their own tabs as seen on numerous examples. Lüdenscheid to Berlin seems a bit far for simple leather tabs...I don't recall seeing this combo before?
