SA/NSKK Buckle: who made that one?

Years ago it was believed the maker for this buckle could be Rodolf Fisher in Nixdorf. But years went by and I am still enable to find any reference which could really attest it (I cannot even find back personal notes I had related to a badge from the same maker). So any input someone could bring?
Help will be much appreciated.
