                  Buckle seems to be alu!

                  Consider i'm not an expert on buckle so let me know if i have to verify other characteristics on this item!

                    Looks like an original O/R's belt improvised with a painted and artificially aged or scrubbed aluminum officers parade buckle. Notice the pictorial exclusion of the stitching (buckle to belt).

                    I'm not saying this is the case but it does cross my mind by looking at it, any chance for this picture of the stitching to help you out please. Can also compare the stitching pattern to other examples of this common mfg.

                    The original tropical officers belt buckles were typically zinc.
