            found this mini-marking on the reverse of the buckle...

                Jon, I can only give a comment on the buckle. The marking looks like the first Sieper (Richard Sieper & Söhne) symbol. This was only used on early buckles, the later marking is just "R.S & S.".

                It is of course a doubtless good one.
