Hello,
That is a pre-1902 Kaiserliche Marine brocade belt. The WII cypher of Wilhelm was added after that date. Although there are copies of the four different types of Imperial navy buckles, the one pictured appears to be original.

Kevin already identified it for you. As to value, it's uncertain. You don't come across these too often, especially still attached to the 'Schärpe', but seeing it lacks a swastika, most of the American bidders will pass. Something for a true 'amateur'.
