Heer Buckle 41 on a Tropical Belt? with Panzer Skull

Looks like whats left of a hate belt, looks to be good original paint on buckle there is a maker logo and date of 41 would coincide nicely with DAK? Having never owned a belt or buckle before other than a HJ one hopefully all is good
