Help With SS Polizei Brocade Stamp....

Perhaps some of you have seen this SS Polizei Brocade on the Estand, I had a few questions about the Eagle stamp to the leather on the inside.

What would it indicate?

Was it a common practice?

And would this add or detract to the value in any way?

Can you make out the text under the eagle stamp...if anything it is probably some sort of property marking...I have seen these on flags and even armbands.

Sorry, I can't make it out either.
It's on it's way to me now though, so I'll post a close up when it arrives.

I figured it just to be as you say, a property marking.

The brocade / buckle are OK, The stamp is just one of these strange things, No reasons to be there but I have seen this many times before. This will not change the value.
