It is a so-called neutral buckle as made after the war. The marking FLL (Friedrich Linden Lüdenscheid) is typical for a product from after the war.
Also Overhoff made such buckle, but then from iron with article-number
0806/45 mm "neutral".

Wilhelm is absolutely correct and the particular buckle you have shown would have been from Linden's Police buckle dyes. Other buckle dyes were also used in the transformation for post war buckles.
