Is this Heer just a painted version or is it tropical by chance?

Any opinions on the DJ? Who's the maker on this one?

From my perspective the Heer buckle was definitely repainted - when it was repainted is the question.

The HJ is from the Paul Cramer firm from around '35-'37 time frame if my recollection is correct! Nice buckle.
